OPS Consulting is seeking a Principal Systems Engineer to work in Laurel, Maryland. The Principal Engineer (PE) will provide oversight to tactical engineering activities to accomplish system goals to include coordinating and participating in design meetings and technical reviews. The PE will support HPC installation and deployment while working as lead system engineer supporting and achieving HPC program goals.

Required Skills: Specialized expertise in logical architecture assessment, quantum algorithm simulation, architecture-aware performance modeling, ISA/compiler analysis, and system-level benchmarking is required to assess algorithms of interest on a functional representation of a target quantum system. This work supports estimation of time to solution and probability of success at the logical architecture level and enables gap analysis between projected system performance and mission requirements. Responsibilities include analyzing and refining functional system models, incorporating the relevant ISA specification, and performing compiler-level analysis to map algorithms onto the architecture. Additional work includes assessing structural code-framework issues and resolving remaining ISA/compiler integration issues needed for realistic simulation. This expertise is needed to generate credible performance estimates, identify capability gaps in proposed architectures and simulation capabilities, connect architectural assumptions to algorithm outcomes, and support mission-informed assessment of system capability.

Level 3 Qualifications:
  • Three (3) years of experience with an agency or HPC development program.
  • Fifteen (15) years of experience in technical roles for Government or industry customer.
  • Ten (10) years of experience as a system engineer supporting programs to develop and field large- scale systems to include expertise in system architecture, requirements analysis, system documentation, system evaluation, and process execution and evaluation.
  • B.S. in Computer Science, Computer Engineering, Software Engineering, Electrical Engineering, or other related technical discipline from an accredited college or university. May substitute four (4) years relevant experience in lieu of a degree. 

Security Clearance:
  • A current government clearance, background investigation, and polygraph are required.

Job Description

We're looking for a highly experienced Program Manager to join our growing team in Chantilly, VA. The ideal candidate will lead a program focused on application engineering and development, O&M, UI design, security assessment and authorization, cloud environment management, and project management. The Program Manager serves as the primary point of contact with the Customer and is responsible for overall contract execution, management, and delivery of services. The Program Manager oversees the Contractor's team, ensures compliance with contract terms and deliverables, and manages risks to the project.

Responsibilities:
  • Bring programmatic discipline to the management of complex IT systems, ensuring structured governance, clear milestones, and rigorous tracking of deliverables, risks, and dependencies across all program activities.
  • Oversee the integration of systems and management of technical programs, coordinating across engineering teams, stakeholders, and vendors to drive cohesive execution and ensure technical solutions align with mission requirements.
  • Handle sensitive data with discretion and sound judgment; apply established policies and best practices to safeguard information while consistently achieving mission outcomes in support of Customer objectives.
  • Lead the gathering and vetting of new technical requirements, engaging stakeholders at all levels to elicit, document, and validate needs, ensuring requirements are feasible, complete, and aligned with program scope.
  • Identify and define requirements and constraints pertaining to technical capabilities and solutions in support of training and educational exercises; coordinate with Customer staff to ensure technical readiness and effective exercise execution.
  • Provide technical leadership across assigned programs, guiding teams through complex problem-solving, facilitating informed decision-making, and serving as a trusted advisor to Customer personnel on matters of IT capability and program execution.
  • Actively cross-skill and backfill for teammates to maintain continuity of program operations; mentor team members and contribute to building a versatile, resilient workforce capable of sustaining mission-critical programs.
  • Leverage Microsoft cloud-based tools including Office 365, Azure, Entra, Intune, and Teams to support program operations, collaboration, device management, and identity governance across the enterprise.
  • Maintain strong interpersonal and communication relationships with all levels of Customer personnel; deliver clear, concise, and audience-appropriate briefings, status updates, and technical communications to inform decision-making.
  • Work closely with Customer staff, contractor personnel, and external vendors to coordinate program activities, manage expectations, and ensure alignment across all parties involved in program delivery.
  • Participate in the development of technical equipment specifications, translating operational requirements into detailed procurement and configuration standards that support program objectives.
  • Partner with external vendors to develop vendor quotations, evaluate pricing and technical proposals, and support the acquisition process to ensure cost-effective and technically sound procurement decisions.
  • Strategically oversee programs to proactively identify issues and dependencies; surface risks and blockers to Customer staff and work to resolve them as prioritized by the Government Task Manager with input from Customer’s leadership.

Requirements:
  • BS in Information Technology, Computer Science, Systems Engineering, Business Administration, or a related field, or equivalent professional experience
  • 10+ years of experience managing complex IT programs or systems in the Intelligence Community
  • 5+ years of experience designing, documenting, and implementing an enterprise-level operational team in the technology space
  • 5+ years of experience managing internal and external audits; Responsible, Accountable, Consulted, Informed (RACI) methodology framework; and business process reviews
  • Demonstrated experience bringing programmatic discipline to complex technical systems, including governance, milestone tracking, and risk management
  • Proven track record integrating systems and managing technical programs from requirements through delivery
  • Demonstrated experience handling sensitive data with discretion, sound judgment, and consistent adherence to applicable policies and classification requirements

  • Familiarity with DISA STIGs, DoD/IC IT compliance frameworks, and related security governance standards
  • Experience with enterprise IT modernization programs, including cloud migrations and hybrid infrastructure deployments
  • Background supporting large-scale, multi-vendor IT programs with complex integration and interdependency challenges
  • Experience with IT financial management, budget tracking, and cost estimating in a government contracting context
  • Familiarity with Agile, SAFe, or other iterative development and delivery frameworks in a government program context
  • Experience supporting Customer-led governance boards, program reviews, or technical advisory processes

We are seeking a Records and Property Management Specialist to oversee records lifecycle management and property accountability processes in support of mission and compliance requirements. This role ensures proper documentation, tracking, auditing, and disposition of records and property, with a strong emphasis on specialized security environments and Freedom of Information Act (FOIA) support.

Responsibilities:
  • Manage the full lifecycle of organizational records, including creation, classification, storage, retrieval, and disposition in accordance with applicable policies
  • Maintain accurate records inventories and file plans to ensure compliance with regulatory and organizational requirements
  • Track and manage customer property and equipment, ensuring accountability, proper documentation, and audit readiness

We are seeking a Research Project Manager in College Park, MD to support a mission-driven research program. This role is responsible for the successful execution of contract cost, schedule, and performance, while serving as the primary interface between government stakeholders and internal teams.

Responsibilities:
  • Serve as the primary point of contact for the Contracting Officer (CO), Contracting Officer’s Representative (COR), Government Program Manager, and contractor leadership
  • Oversee and manage contract performance, including cost, schedule, and technical execution

We are looking for a Research Scientist to join a dynamic team in College Park, MD.

Research Scientist – Level 3
The Level 3 Research Scientist serves as a senior technical expert, applying advanced scientific principles to drive research, innovation, and long-term technology development. This role requires deep subject matter expertise, leadership in scientific studies, and the ability to guide research efforts that may influence future products and capabilities years ahead of development.
 
Key Responsibilities:
  • Evaluate and provide expert guidance on the application of advanced scientific principles and concepts.
  • Maintain in-depth knowledge of state-of-the-art technologies, theories, and emerging trends across scientific literature, academia, and industry.
  • Plan, design, develop, and execute laboratory research and scientific studies.
  • Conduct feasibility studies to assess potential technologies, methods, and innovations.
  • Apply scientific principles to support the development of potential inventions and products, often years in advance of formal product roadmaps.
  • Coordinate and lead interdepartmental research efforts and collaborative initiatives.
  • Provide technical consultation and subject matter expertise across projects within area of specialization.
  • Contribute to and support the development of intellectual property, including research findings and innovations.
 
Qualifications:
  • Bachelor’s degree in a relevant discipline such as Computer Science, Electrical Engineering, Material Science, Physical Sciences, Chemical Engineering, or Physics.
  • Minimum of 12 years of relevant experience in the field.
    • A Master’s degree may substitute for 2 years of experience (10 years total required).
    • A PhD may substitute for 4 years of experience (8 years total required).
    • In lieu of a Bachelor’s degree, an additional 4 years of experience may be substituted (16 years total required).
  • Demonstrated expertise in designing and executing complex scientific research and studies.
  • Strong ability to lead research initiatives and collaborate across technical disciplines.
  • Proven experience providing technical leadership and consultation in specialized scientific domains.
  • US citizenship and an active TS/SCI with Polygraph security clearance required

Research Support Specialist – Level 1
Research Support Specialist provides administrative and basic security support to ensure efficient daily operations within a research environment. This role serves as a key point of coordination between internal teams, external partners, and government stakeholders, supporting both administrative functions and facility operations.

Key Responsibilities:
  • Provide administrative and operational support for research activities and facility functions.
  • Coordinate visitors, travel, meetings, and special arrangements for VIP guests in collaboration with Government staff.
  • Answer phones, greet and log visitors, and manage incoming and outgoing mail.
  • Procure supplies and materials to support research lab operations.
  • Serve as a liaison between organizations (e.g., government, academic, and contractor teams) to support researchers with administrative needs.
  • Perform basic security functions, including maintaining visitor logs, processing clearance information, and serving as an alternate point of contact for security matters.
  • Prepare facility planning reports and support facility-related documentation.
  • Manage and maintain time accounting systems.
  • Coordinate schedules, meetings, facility tours, and travel arrangements, including expense tracking.
  • Recommend administrative procedures in alignment with Government-approved processes.
  • Maintain records and ensure proper documentation management.
  • Coordinate with Government personnel to schedule facility maintenance and support operational readiness.
Qualifications:
  • Minimum of 5 years of experience providing administrative support in a professional environment.
  • Strong organizational, communication, and coordination skills.
  • Experience supporting operations in a structured or regulated environment is preferred.
  • Ability to manage multiple priorities and interact effectively with a variety of stakeholders.
  • Familiarity with basic security procedures and administrative systems is a plus.
  • US citizenship and an active TS/SCI with Polygraph security clearance required
