Responsibilities:

  • Work with project personnel and contracting, as appropriate, ensuring that all required documentation is completed and included. In addition, the following documentation may be included: Sole Source Justification, Small Business Dissolve Set Aside, Power/ Space/ Cooling Approval, and Baseline exemption Requests (BERs).
  • Provide program managers with assistance in developing program and acquisition documentation, creating program schedules, tracking program status, evaluating operational and technical alternatives, performing risk assessment and managing integrated product teams (e.g. Test and Evaluation Master Plan (TEMP), Initial Capabilities Document (ICD), Capabilities Development Document (CDD), Capabilities Production Document (CPD), Analysis of Alternatives (AOA).
  • Utilize established acquisition and financial management policies, procedures, regulations, and tools.
  • Support GPM’s in the identification and collection of Minimum Acquisition Requirements.
  • Provide support to GPMs to assure execution within the cost, schedule, and performance baselines.
  • Assist the GPM with responses to internal and external requests for information.
  • Provide oversight and compliance review of acquisition documentation at all levels of preparation.
  • Assist with coordination and advice in the areas of acquisition and program management for Tier I and Tier II Programs.

Required Skills:

  • Level 1: Five (5) years of combined experience in DoD acquisition management, program management, and/or contract management. A bachelor’s degree with a business focus. In lieu of a degree, Project management Institute PMP certification, or Contract Manager CPCM certifications, or DAWIA Level II in any focus area, and an additional three (3) years of directly related experience for a total of eight (8) years may be substituted. 
  • Level 2: Eight (8) years of combined experience in DoD acquisition management, program management, and/or contract management. A bachelor’s degree with a business focus. In lieu of a degree, Project management Institute PMP certification, or Contract Manager CPCM certifications, or DAWIA Level II in any focus area, and an additional three (3) years of directly related experience for a total of eleven (11) years may be substituted. 
  • Level 3: Twelve (12) years of combined experience in DoD acquisition management, program management, and/or contract management. A bachelor’s degree with a business focus. In lieu of a degree, Project management Institute PMP certification, or Contract Manager CPCM certifications, or DAWIA Level II in any focus area, and an additional three (3) years of directly related experience for a total of fifteen (15) years may be substituted. 
  • Level 4: Fifteen (15) years of combined experience in DoD acquisition management, program management, and/or contract management. A bachelor’s degree with a business focus or technical focus. In lieu of a degree, Project management Institute PMP certification, or Contract Manager CPCM certifications, or DAWIA Level II in any focus area, and an additional three (3) years of directly related experience for a total of eighteen (18) years may be substituted. In lieu of a certification, an additional three (3) years of directly related experience for a total of twenty- one (21) years may be substituted. A minimum of three (3) years of experience guiding Major System Acquisition programs through the acquisition life cycle including preparation for multiple Milestone Decisions.

Program Manager (PM) will be responsible for the successful cost, schedule, performance, and growth of the program. The PM will serve as the main point of contact for the customers and executive leadership teams. The PM will be a direct contributor to program efforts in several areas including but not limited to cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities. The PM will ensure proper performance of tasks necessary to ensure the most efficient and effective execution of the contract. The PM shall utilize expert communication skills needed to direct technical resources and report on the programs progress, issues, and problem areas, as well as write, review, and present technical documents. “


Additional Responsibilities:

  • Allocate resources staffing, facilities, and budgets.
  • Review and approve all earned value, Estimate to Complete, Funds and Man-hour Expenditure Report, or other financial reports as appropriate.
  • Review and allocate management reserve within contractual limits.

Required Skills:

  • A Bachelor's degree in Business Management, Business Administration or related field.
  • Ten (10) years’ experience as a program or project manager managing programs and contracts of similar scope, type, and complexity is required.
  • Five (5) years of demonstrated IC experience.
  • Demonstrated experience managing programs with integrated interdisciplinary teams of similar size and scope

  • Master's degree in Business Administration, or a related field
  • 15 years program management experience with integrated interdisciplinary teams of similar size and scope in the IC

As a Test and Evaluation Lead Support Engineer at OPS Consulting, you will be responsible for leading the development of test strategies, technical test designs, and post-test analysis. You will also apply statistical T&E expertise to research efforts. You will support partner teams with a focus on analysis for sustaining and improving both yield and performance. Additionally, you will track performers yield excursions with root cause investigations and corrective action implementation.
 

 

Required Skills:

  • Experience performing hardware testing.
  • Experience dealing with many diverse requirements, including both environmental and functional.
  • Experience developing test strategies and plans at a variety of levels from component through system.
  • Experience with analysis of complex data and application of knowledge gained from that analysis to applying root cause and corrective actions, steer future testing, and positively influence future designs.
  • Experience driving test related issues to resolution for the successful completion of tasks according to program schedule.
  • Experience with data acquisition, real-time control, monitoring, modeling, or simulation.

Description:

At OPS Consulting you will be responsible for using Model-Based Systems Engineering (MBSE) expertise in building and maintaining UAF Meta-Model profile extensions and Viewpoints in the Cameo Enterprise Architecture tool suite. Cameo systems modeling proficiency with all SysML model types, including executable behavior models, is essential to the System-of-Systems (SoS) architecture development effort. You will use Reference Architectures and design patterns to enhance model template re-use. You will develop and apply metrics to assure architecture quality and integrity. You will also capture and analyze requirements and technical performance measures.

Responsibilities:

  • Serve as a project manager for the web team’s tasks 
  • Help to identify, define, capture, requirements and prepare plans and roadmaps for design, development and release

  • Experience with Cascading Style Sheets (CSS) is required 
  • Experience with Adobe Creative Cloud tools is helpful
